CM/ECF Technical Filing Requirements
Internet Service Provider (ISP)
Windows based petition or word processing software.
Adobe Acrobat version 5.0 or higher (PDF Writer) to create a portable document format (PDF) file.
Internet Explorer 6.0 or higher and Mozolla Firefox 2.0. These are the only browsers supported by the most recent version of Pay.gov, the U.S. Treasury’s credit card interface system. NOTE: Your browser must be java-enabled for ECF to function correctly. DO NOT use the America On-Line (AOL).
DSL line or cable modem are highly recommended.
Software that will convert electronic documents to PDF and merge converted PDF and scanned documents into a single PDF file.
Adobe Acrobat Reader to view PDF documents.
A scanner for documents not stored in a word processed format. This includes exhibits or signature pages for anyone other than the filing attorney or the attorney’s staff.
Scanner should be set at 300 dpi, black and white, no color images or grayscale, 8 1/2 by 11 paper size. A single scanned page should be under 150,000 bytes. Any single document submitted to CM/ECF can be no larger than 1.5 megabytes (MB) and a maximum of 25 pages. Any attachments should be scanned separately in bundles of 25 pages or less. Use OCR or Editable Text. Do not use a graphic format such as bitmap or jpeg (*.bmp or *.jpeg).
